Michael is a chartered quantity surveyor who has specialised in providing contractual advice for 26 years in the Asia Pacific region. He first came to Hong Kong in 1985 when he established the business for a major contracts consultancy group and from there developed their businesses throughout Asia and Australia. He became Joint CEO with the group which was listed in the UK, before leaving in 2004 to establish his own company. Michael Charlton & Company Limited was established in 2005 and subsequently the Charlton Martin Group formed in 2007. Michael is Managing Director of Charlton Martin Consultants Limited in Hong Kong and is Chairman of the Charlton Martin Group, which also has offices in Malaysia and Singapore. Michael continues to act as lay advocate, representing parties in mediation and arbitration, he acts as arbitrator, and provides contractual advice to the industry. Michael has been appointed as quantum expert and has given evidence at numerous arbitrations and litigations. Michael is a regular lecturer at seminars and has organised and presented some 500 seminars in the region.

Rodney is Chief Executive of the Charlton Martin Group, having previously been employed as Group Regional Director and Senior Vice President of two major contracts consultancy groups in the Asia Pacific Region. Rodney has 25 years experience, 14 of which have been at senior level in the region. Additionally Rodney has worked for many clients in Europe, Africa, the Middle East, and India. Rodney holds dual qualifications in quantity surveying and law and as a chartered quantity surveyor is a specialist in construction contract consultancy providing professional and technical advice to clients relating to contract documentation, contractual claims, dispute avoidance and resolution. He is an accredited mediator and panel arbitrator with the Kuala Lumpur Regional Centre for Arbitration and is an experienced speaker within the region. He is a Fellow of both the Chartered Institute of Arbitrators and the Malaysian Institute of Arbitrators. Rodney has been appointed as Expert Witness on matters relating to quantum and has acted as lay advocate in arbitration proceedings. Rodney has also been appointed as arbitrator in Malaysia.

John Wong was an Associate Director with a major contracts consultancy group prior to taking up his present position with Charlton Martin Consultants. John holds dual qualifications in quantity surveying and law, is an Associate of the Chartered Institute of Arbitrators, a Member of The Institution of Surveyors Malaysia and a Registered Quantity Surveyor with the Board of Quantity Surveyors Malaysia. John has over 15 years of experience in quantity surveying and construction contracts consultancy including providing contractual advice; contract management and administration; preparing as well as assessing loss and expense claims and extension of time claims; and representing clients and acting as an expert witness in arbitration proceedings. John is an experienced speaker in Malaysia. Apart from Malaysia, John has experience preparing claims for projects in Brunei, Singapore, Indonesia, Thailand, Philippines, Shanghai, Mexico, Algeria and the Middle East. |

Cheryl holds the position of Associate Director and has more than 18 years experience in the construction industry initially gained in professional quantity surveying practice and with developer and later with claims consultancy firm. She holds dual qualification in quantity surveying and in law. She is experienced in giving contractual advices, preparing claims and giving expert opinion. She also speaks in public seminars on construction contractual issues.

Gregory has been working in the construction industry for more than 20 years. He is a Chartered Quantity Surveyor, a contributor to various construction industry journals and an experienced construction contract consultant specializing in drafting of contracts, sub-contracts and claims documentation; providing contractual advice and pursuing and defending claims on behalf of clients. Gregory is also experienced at conducting and representing clients in construction and insurance arbitrations for both building and civil engineering projects at main contract and sub-contract levels; sitting as arbitrator and as dispute resolution advisor; and delivering public and in-house seminars. |

Lieh Sieng has over 23 years construction industry experience, working for multinational contractors and consultants throughout United Kingdom, Europe, Asia Pacific and the Middle-East. He holds qualifications in both civil engineering and law, a Member of the Institution of Civil Engineers UK, a Chartered Engineer of the Engineering Council UK and a Member of the Chartered Institute of Arbitrators UK. His skills include project risk management, construction of major bridges, infrastructure, oil/gas construction works and heavy-lift operations, contract administration, preparation of claims related to changes and variations, delays and extension of time, loss and expense in respect of delays, disruption and acceleration. He has acted as consultant, expert witness and management representative for multinational construction companies on cases in relation to expert evidence, delays and additional costs in both Court and Arbitration.
In recent years Lieh Sieng have been assisting contractors and consultants in Vietnam and Lao on the use of the FIDIC EPC Contract Form on ODA Loan projects, and had recently completed a research paper on the use of the FIDIC Contract Form in Vietnam.

Chris’ background experience is very varied, having worked on many different types of construction including railway projects (above and below ground) and civil engineering works, as well as commercial (office blocks, etc) and domestic (condominiums, etc) building developments, and the majority of his experience in the past 35-40 years has been related to contracts administration & commercial management working on the compilation, or review, of variation and/or claim submissions.
Chris also has almost 30 years total experience working overseas in South East Asia and the Middle East.
Chris additionally is considered to have good “people” and communications skills, together with the ability to readily adapt to new locations, conditions and circumstances.

Mukhtar initially trained as an engineer but quickly specialised in project planning and project control with various organisations. He is an experienced Primavera and MS Project software user having developed and implemented project planning and control systems for both Contractors and Owners / Employers on a variety of oil & gas and infrastructure projects both domestically in Malaysia and internationally. Having spent in excess of twenty years gaining experience in planning and project controls, Mukhtar more recently has specialized in delay analysis and dispute resolution work dealing with extension of time claims and delay impact generally. With a wealth of hands on practical experience Mukhtar is able to quickly understand the impact of particular delay events whether assisting with the preparation of extension of time claims on behalf of Contractors or defending such claims on behalf of Owners / Employers. | |

Ronald has in excess of 15 years work experience in the construction industry principally in Singapore but also with time spent in Vietnam. He has worked for both consultant firms and contractor organisations dealing with the commercial management and dispute resolution aspects of projects. In respect of the latter, he has relevant experience in representing parties in adjudication proceedings in Singapore under the Security of Payment Act 2005. He has worked for Japanese and other international organisations as well as Singaporean companies throughout his career to date providing a rich background of experience within his chosen area of specialisation. |

Warren is a quantity surveyor with approximately 9 years experience in the construction industry gained with a major contractor in Hong Kong. He assists senior colleagues in preparing claims for extensions of time and claims for additional cost as well as assisting with expert witness work and preparation for arbitrations and mediations.

Lynnda holds a Bachelor Degree in Construction Management from Heriot Watt University and a Diploma in Civil Engineering from Polytechnic Malaysia and is currently undertaking a Bachelor of Law Degree with the University of London.
She currently assists the senior staff in the preparation of loss and expense claims, preparation and compilation of extension of time claims and assisting in administration of contracts.

Wee Hong has over 12 years of experience with international contractors and consultants in the industry providing general contract administration services, preparing or reviewing extension of time and disruption claims and preparing or reviewing loss and expense claims. Additionally, Wee Hong has been involved in subcontract tender analysis, procurement, subcontractor progress claims, variation evaluation and final account settlement for design and build international contractors and consultants. He currently assists in the compilation of loss and expenses claims and extension of time claims as well as providing contract administration services.

Eddy’s background is in engineering and now specialises in Project Planning and Scheduling. He holds a Bachelor of Engineering Degree in Civil Engineering majoring in Construction Management and is registered with the Board of Engineers Malaysia as a Graduate Engineer. After gaining valuable experience in Planning and Scheduling with various consultancy firms and contractors, Eddy joined Charlton Martin in August 2010 as a Consultant in the Planning and Delay Analysis Department. In his present role, he provides services to clients in various planning and delay analysis assignments.

He assists Senior Consultants with the preparation of extension of time and loss & expense claims, arbitration proceedings and contract administration. Mr Lim graduated from the University of Salford, United Kingdom with a First Class Honours Degree in Quantity Surveying in 2011 after completing a research paper on the topic of “The Impact of Building Information Modelling (BIM) on the Quantity Surveying Profession” which was presented and published in the 10th International Postgraduate Research Conference (IPGRC 2011) for the School of the Build Environment, University of Salford, United Kingdom. |
